Da uno studio eseguito sui registri dei frantoi nel 2021, in più del 25% dei casi è presente un sostanziale errore che ne pregiudica sostanzialmente la correttezza.
L’errore più comune che riscontriamo avviene incredibilmente al momento dell’indicazione della capacità dei serbatoi
Questa volta l’errore viene generato da una confusione tra unità di misura.
Premettiamo che in fisica la capacità di un contenitore coincide con il volume occupato dal suo contenuto, le norme internazionali e di conseguenza i produttori di serbatoi hanno l’obbligo di misurare i serbatoi sulla base del loro volume.
Si parla sempre e comunque di volume, dunque la capacità andrebbe espressa sempre in litri.
Nel momento della registrazione dell’anagrafica di un serbatoio sul SIAN, il Portale dell’olio di oliva obbliga invece a riportare il dato relativo alla capacità inteso come la quantità massima potenzialmente contenuta, espressa in kilogrammi e non in termini di capacità fisica, (intesa come volume totale dell’interno contenitore) che andrebbe espressa in litri.
Certo, se si trattasse di acqua, in particolari condizioni il numero che ne misura il volume sarebbe lo stesso che ne indica il peso del liquido capace di esserne contenuto, (1000 Kg di acqua sono contenuti in pressochè 1000 Lt), invece il peso specifico dell’olio, che ricordiamo è 0.916, rende profondamente diverso esprimere la capacità in termini di peso della massima quantità contenibile rispetto alla capacità espressa in volume (1000 Kg di olio sono contenuti in 1091,7 Litri).
Questa confusione nasce anche dall’abitudine di indicare i serbatoi con la capacità in quintali dunque un serbatoio per esempio di 1000 litri diventa nel gergo comune di 10 quintali (1000 Kg) e così via.
Quando nel registro esistono anagrafiche di serbatoi con capacità ad esempio di 1000 Kg o di 5000 Kg certamente ci troviamo di fronte a un errore.
Chi costruisce serbatoi lo fa perché questi possano essere utilizzati per contenere qualsiasi liquido: olio, vino, acqua, ecc. dunque ne progetta le dimensioni perché possano essere atte a contenere sicuramente 1000 litri di qualsiasi liquido, non certo 1000 Kg di olio che equivalgono a quasi 1092 litri, una bella differenza.
Chi progetta i serbatoi lo fa indiscutibilmente sempre sulla base di unità di volume, quindi in commercio possono esserci serbatoi da 50, 100, 300, 500, 1000, 10000 litri e mai di 100, 200, 1000, 10000 kg.
Controlla sul SIAN le capacità dei tuoi serbatoi, se ne trovi alcuni con 1000, 5000, 10.000 Kg sono sicuramente sbagliate e vanno immediatamente corrette.
Spesso questa situazione viene sottovalutata perché nella pratica non produce reali limitazioni nelle registrazioni dei relativi movimenti di carico e di scarico, perché i serbatoi non vanno mai in esubero in quanto dichiarati di fatto più capienti di quanto siano in realtà, invece posso assicurare che uno dei controlli più frequenti che vengono effettuati è proprio questo e anche se in definitiva si tratta sicuramente di un peccato veniale, nella mia carriera ho visto diverse sanzioni comminate per questo motivo.
